Barking whole night.... how to sleep ? And it is in high-pitch....

Just could not understand what the owner is doing , let the dog bark and bark...
Is this pure negligence of pet ?

I guess it is better that he/she keeps a fish....

SPCA, can you help on this ?

And who can help me to get my sleep back ?
